Texas leads the nation in one category no one is celebrating: we are #1 in uninsured residents. We are above the national average in poverty. We are below the national median in household income. And 76 Texas counties saw poverty increase — not decrease — over the last reporting period. The Miracle is real. It just isn’t reaching your community.

ROOT CAUSE

"Dismal Infinity" — The Cycle That Traps Texas Communities

Jack Daniel Foster Jr. names this cycle in The Message: money flows up to Austin and disappears into a bureaucratic system that returns almost nothing to the communities that funded it. True taxpayers — homeowners and landowners who pay property and school taxes with no choice — invest in the state year after year and receive no financial reward in return.

THE SOLUTION

The Economic-Financial Model: A Skills Fund in Every County

The Transform Texas plan establishes a County Skills Fund in all 254 Texas counties — a dedicated investment pool through which homeowners, landowners, and buy-in citizens fund the skilled trade education of fellow county citizens.
The return structure:
8% return + full principal — if investee is a disadvantaged citizen
5% return + full principal — if investee is an advantaged citizen
3% guaranteed risk-free return — even if the investee does not complete the program

FUNDING SOURCES

The Skills Fund is not funded by new taxes. It draws from:

30% of the Texas Rainy Day Fund
30% of budgets from ineffective state agencies
County government contributions

Combined, this generates an estimated $11–15 million per county per legislative year — enough to create a meaningful, county-level investment pipeline.

WHY IT CREATES STABILITY

When skilled workers are trained in-county, unemployment shrinks. The local tax base grows. Rural counties stop losing population to cities. The oil-and-gas bust cycle loses its power over communities that have built a diversified skilled workforce.
